E-mail Security Levels in Outlook 2000

I need to change some of the attachement levels from tyoe 1 to type 2 in Outlook 2000 and am running this off Exchange 5.5. It says I can do this if I’m running Exchange server but I cannot find out where. Can some please tell me where to do this. TIA
