Effective plan to promote the web team

I need to train a team of: project manager, system analyst, and two developers used to implement conventional client/server database applications using Microsoft visual studio. My goal is to prepare the team for web development using Microoft .NET technology.

The team is supposed to design and develop tailored applications for our customers.
I need to know what is prefered to be used as development tool (VC, VB, or C#?), and what is the required background in using IIS and COM+ servers and so.

Any further references to such solution layouts and components integration would be much appreciated.
