Enable Date & Time Properties on User Account – Group Policy?

Hi,

I was wondering if there were a way to enable a normal User Account to have access to double click on the clock on the Windows start bar to open teh Date & Time Properties? Maybe done using Group Policy some how???
This more convenient to the user as apposed to opening Outlook and going into calendar…
