enable javascript in a browser

I’m trying to access www.LearnDell.com. It takes me to a page with a bunch of potential addresses. I click on the one I want but it goes nowhere. Doesn’t appear to try. The address choice mentions it requires Javascript enabled in my browser. Outlook Express. Never had this happen before. How do I fix so I can get to the site?
