enabling ics

Hi,
I have a win98 connected through a hub to a win2000 which has a external modem connected to it.I’m trying to share the internet so that the win98 can dial through the win2000 to the internet.I do have the demand dail setup correctly and the internet sharing option checked also have the connection w/demand dial enabled. I have the win98 setup w/the correct gateway of the win2000.But I still cannot connect to the internet w/the win98.Do I have to have ics on the client(win98)?If so, when I try to install it,it tells me that the network configuration is not complete and it won’t install.I can see each other in the newwork neighborhood.Any help would be appreciated.Thank’s in advance….
