Error message when opening a .xls file

When I try to open a .xls file I get the error (Cannot find .xls (or one of its components) make sure the path and filename are correct and that all libraries are available). I logged on as the same user on a different workstation and got the same message. Other users can open the same files. All other office apps work well. This is only excel files for this one user.
