Excel: Force uppercase/Copy cell above?

Two part Excel question:
1. How would you force uppercase for an entire column? (I’m having trouble with the syntax for the ‘UPPER’ function).
2. How would you define a macro/function-key which would duplicate whatever is in the cell above into the active cell?
