Excell issues

I have a user that seems to be having a very interesting issue with Excell. When he opens any spreadsheet, as soon as he clicks anywhere on the spreadsheet the mouse pointer goes into click and drag mode and he is not able to click anywhere else on the screen including outside of the excell window. The only way to end this is with task manager.

Has anyone seen this issue before?
