Exchange 2003/.htm attachments

I am running Exchagne 03 with outlook 07 and am getting some emails that take the body of the email and throw it into a .htm attachment. Also, if there are pictures, it stips them out too. Some emails come in fine so I don’t think it is outlook. I am assuming it is a setting in exchange for certain MIME type or something but I have not been able to find the solution. Any Ideas?
