Exchange 5.5 cant access or use any emai

None of my users from remote branches can use their outlook, anyone directly connected to the servers network can use email fine.
I went into event viewer and im getting following errors:
event ID 4020: cant start service winsock can not be initialized.
event ID 4007: Tcp/Ip listener socket (10050)
I aslo went into services and under MS Exchange Internet Mail Service is set to Automatic but didnt start . I tried to start it and Im getting the following;
ERROR 2140: Internal NT error occured.
