Exchange 5.5 global disclaimer deploymen

I understand that there are tools in the BackOffice Resource Kit for deploying a global disclaimer on all emails. Is the resource kit required or are the tools available for free?
Can someone point me to a link or set of articles that will guide methrough this process.
