Exchange 5.5 Relay Issues

Have done all of the requisite blocking on the routing tab of the Exchange 5.5 IMC. Have had users change passwords, but with logging on, I can still see conections being made to my Exchange server and messages being sent through it. The outgoing queue never stops filling up. The defined methods to stop mail relaying from Microsoft don’t seem to be doing the trick. Anyone else having this issue?
