Exchange Message Size Limits

I am running Exchange 2000 SP3. I am unable to receive or send messages that are above a certain size. I have removed all limits under global settings, SMTP Virtual Server and individual mailboxes. Yet I still get “message undeliverable” in both directions (sending/receiving). Any ideas?
