Exchange outgoing is too slow

We run Small Business Server 2003 with Exchange 2003. When we send mail to an outside host it can take up to 15 minutes for the message to be delivered. I’m sure as anyone can guess, to management this is not exceptable. Is there anyway to make the messages be delivered immediatly?
