Exchange recovery

I am trying to move exsisting exchange data to a new server. Replacing a server running SBS4.5. Once the restore is completed i can’t access Exchange administrator or start the IS, error 4021, insuffcient permission. Checked technet but could noteven run the setup program to re-install.

Anyone know a good way to move the data and avoid this problem.
