Exchange Rules?

I have an Exchange 5.5 server with most of the Windows 9x clients using Outlook 97. We have rules setup to forward mail that is sent to certain companies to be forwarded to a group of people and a public folder. Currently this has been done by a person logging in as each user and creating the rule using Rule Wizard. This is very time consuming. Is there an easier way to do this or is there a product that can help? I have Exchange experience, but have not had to do very much with system-wide rules in the past.
