Exchange Server permissions change

On Exchange Server 5.5 SP3, if I grant privileges on a mailbox to a second user (after the first has been setup a while before), it takes up to a couple of hours before the second person can open the email account. I use this if as a sysadmin we need to get into someone else’s email account to find a message etc. Any thoughts or ways around this.
