Extending the Contract / Going Perm

I have been asked to “justify” an extension to an existing 3-month contract. The request was to provide a scope of work that would cover the next 1.5 years. I believe a majority of the work required is 2-3 months and the remainder is ongoing maintenance, support and training. Thoughts on what to provide the client?
