Fast Web database / application development solution

For a small start up with limited resources, what is a good application / database solution for getting a data management application built, tested and live as fast as possible? Assumptions: Data dictionary of approx. 200-300 fields, another 200-300 calculated fields and probably between 500-2500 unique records in the database. Consumer facing, secure with reports, calendar, contacts and reports, plus a financial management environment and a couple of other datasets to be integrated. Ideas? I want to make sure I’m building in an environment that will be flexible enough for growth but not so complicated for a small start up. How does something like Coghead match up?
