File & Print Sharing Serv. Win98SE

When I go to network dialog box, the location where you usually see the button labled ” File and Print Sharing” doesn’t exist…when I attempt to add the service File and Print sharing for MS Networks, I get an error message. ” System Policies do not allow adding the selected device”. Any help would be welcome.
