fileformatconverters is not a valid win32 application

I get this error while trying to install the file format converters in office 2003 for 2007 compatiblity. The XP computer is completely up to date for office and OS. I get the same result if I download it first. I have installed this on other computers without issue. I have tried it without the antivirus running. I ran 3 different AV programs and ran a registry clean.
