FileSite 8.1 Missing File to WorkSite button in Outlook 2003

I have an issue and I can’t figure it out. It is with FileSite 8.1 sp3. When I do the install, everything is working except I’m missing 4 buttons. Two are on the WorkSite toolbar (Purge Filed Emails and File to WorkSite) and two when I create a new email (Send Only and Send & File). I can install this on a PC and it works fine. But when I try and install it on a laptop these buttons are missing. When you start Outlook its like they want to show up, but then that part goes away. All the registry keys for the buttons are there. Any other ideas why the buttons don’t show up? Any help is greatly appreciated.
