Fine Grained Password Policies for Windows 2000 Professional

There is no Group Policy Preferences update for the Windows 2000 Professional OS, so how do the Windows 2008 Fine Grained Password policies apply to Windows 2000 Professional desktops? Are they compatible, or are they ignored when a user logs onto this desktop OS?
