ftp and Win2k server

Combination network, Linux ipchains firewall and dns, NT4 domain, Win2k servers. Trying to setup new web server on Win2k server, but per several recommendations, not using IIS. Using Apache instead. Problem is ftp to web folders. I can download fromthe server but cannot upload. Have verified that firewall is open for ftp, it works a linux server, have tried all combinations on the W2K server’s ftp service that I can find. Anyone had any experience with this?
