FTP server question

Windows has several FTP servers that allow me to specify a ratio. The user must upload before they are able to download. (Divx, vqf, mp3, etc) Is there a similar option with wu-ftpd or any other Linux based FTP server? And where can I find instructions for configurating it?

Please don’t make me run Windows… 🙂
