Getting business as an ind. contractor

I’m thinking about becoming an independant contractor. The problem is, when you are calling companies that may need your services, how to you get past a receptionist and to the person who needs your services? And, WHICH person should you try to contact? The CIO? The HR Manager? The IT/IS Manager?
