Give Users Access to Lan Properties

I need to be able to give users access to the properties area of the LAN so they can change the DNS settings when they are on the road with their laptop. I have found various settings but none seem to allow users, only deny them access. It is already in place that only admins can make changes but I really don’t want all of my mobile users to be admins.
