GOOGLE TAG MANAGER DEPLOYMENT

I have one concern about the deployment of google tag manger code on my website and data tracking, in how much time it should be loaded to record tracking for a milestone. in case if it loads after 10 seconds how shall i optimize this for accurate user tracking?
