GPOs and Win98

I have some conflicting information on applying GPOs in a Win98 network. On the one hand I’ve been told to create policies on each machine with poledit (something I would like to avoid) and on the other to buy the win2k resource kit and go from there. I believe I can just install ds client on each machine and the GPO should work. Any thoughts to the contrary?
