Group Policy Editor Question

I have a question regarding Windows XP Pro Group Policy Editor. Do the changes that are made to the “User Configuration” – “Administrative Templates” area apply globaly or just to the Users Group? I want to lock down my Users Group but dont want to lock down my Administrator Group. I know this is most likely a stupid question but as I am new to this tool I wanted to ask this question before I applied changes.
