Group Policy for Windows 2003 Server

I want to make my Windows 2003 server domain, group policy that when the client log into this domain, their internet explorer 6 proxy settings would be defined for them, to prevent them from surfing without going thru my proxy server. No matter what I configure it just would not work. Tried for weeks already. Can anyone point me to any documentation to show how it is done? TIA
