Group Policy will not work on one PC

I have one user who’s PC will not turn on the account lockout policy. It is a new Dell Optiplex 745. The old PC had no such problem. When I swapped the new one out with the old PC, the old PC account lockout worked after the set 15 minutes, also I hooked the new PC up at my desk and it worked fine from my desk. I am able to manually lock the work station. I have used gpupdate /force, and that does not work. What am I missing?
