Hardware Independent Image (WinXP)

At my company we are trying to create a hardware
independent image of a Windows XP SP2
installation. We have followed all of the
guidelines for creating ‘SYSPREP.INF’ so that
the mini-setup will find the new device drivers
in the correct places, but whenever we put the
image on different hardware, with all the
correct drivers in their respective folders,
devices are not installed. After initial boot-up
we point windows at the drivers folder and
everything loads fine. This is not how it should
happen.
Can anyone with experience with sysprep please
help with this problem?
