Hardware/Profile Problem with NT 4.0

I’m running PC’s using NT 4.0 workstation, and I recently bought and installed new Microsoft(5 button) Intellimouse’s. My problem is that I can configure the mice when logged in as Administrator, but when my users log on, they can’t program the mouse and it doesn’t hold the settings that we’re established under Admin. Am I just missing something obvious?? Thanks to anyone who can give me some suggestions.
