He turns job interviews into contracts

I know of a guy who, in the process of applying for jobs, essentially interviews the interviewer; He then has enough information to submit a proposal for how to deliver what they need as an independent contractor, comparing and contrasting the coststo the company of having someone do it in-house vs outsourced. His proposals were compelling enough that he landed successive contracts. Has anyone else out there done this?
