Heavy Traffic of The Net

there has been an increasing number of net users daily. but the servers and the ISPs are still lagging in terms of data transfer rates and connection rate in terms of bps. maybe in highly developed countries…this doesn’t occur. but ho do we improve the rates here in third world countries?
