Help and Support Center not working for Windows XP

I just upgraded from Windows 2000 pro to Windows XP pro. I did an upgrade not a full install. The upgrade appeared to go fine. After the upgrade I went to Microsoft update and got all required updates. Everything seems to be working except for the help and support center. When I click on the help button in the start menu I get an hour glass and then nothing, not even an error message. I have done a scf – ok. I checked the registry value for helpctr – ok I checked that the help and support services service is running – OK. I did a re-install – OK. But still no help any suggestions?
