Help needed on my dell inspiron 1300

HI iam having a dell inspiron 1300, the problem with my lap is that when i turn on the laptop for some reason the icons don’t show up, they do for a second or two but then disapears, this happened after i downloaded my Enternet (SBC Dsl) software. If you can please help me with this problem.
