Help with Sec Mgnt section of CONOPS doc

I have been assigned to write the Security Managment section of a ConOps document for a Distributed Collaborative Development Environment project. As a newbie to this field I am looking for some help in finding a template for this type of task. I amtrying to figure out what needs to be included, to what depth and how to present it. Any suggestions?
