Hide Running Applications on Toolbar

Is there a way to hide applications from appearing on the Toolbar?

Trying to lockdown a system and do not want the application that is running in the foreground to appear on the Toolbar…

Any help would be great. I’m thinking there may be a REGISTRY solution…
