Hiring an SEO consultant and a programming consultant

I am looking to find an SEO professional and a programming professional (probabably 2 people) to consult with by e-mail at no more than $50 an hour. Re SEO, I have top 10 ranking and want to preserve and enhance it. Re programming, I administer my site built in Firworks. I want to change the names on the Navigation bars and need tutoring.
