How can I do a photoshop batch conversion in same folders

I have 8000 TIF files in 150 folders and subfolders. I want to create resized JPGs of every TIF in every folder and subfolder using the automate tool in Photoshop CS2 or CS4 or Photoshop Elements V8. It seems these programs can only generate scripts that put all the JPGs in the root folder, but not in the subfolders. Is there a workaround? I tried AbleBatchConverter but it crashes when converting over 5000 files in XP sp3.
