How can I fix my friend’s LCD monitor issues?

I have a friend who is having some major issues with their LCD monitor, and was hoping I could please ask some gurus here for some advice on how I might be able to help my friend. Their laptop monitor is basically having different parts of the screen flash different colors, at different times. For example, dark blue on light blue, or pink or white, etc., and my friend described them as “extra shiny” and sometimes “they swim”. My friend added that these problems are getting progressively worse, the longer they have had the laptop for. My IT expertise though is software, not hardware, so any suggestions anyone could please offer here would be very deeply appreciated — thanks!
