How can I set Gropu level permissions???

Hi,
I’m New to Linux and want to know how to set group level permissions like in NT. I want to make a STUDENT group and assign it some resticted permissions like can’t so anything out of his home dir OR can’t go outside of home dir, can execute only few commands like passwd and etc. A how can I add new users to that GUEST group after creating a new user?
