How d you decide for your users, laptop or desktop?

I receive almost daily requests for a user to be upgraded to a laptop. The usual claim is mobility in office for more meeting use or business continuity. The truth is most these users will never move the laptop from the docking station on their desk.

I’m looking for answers on how others make the determination whether a user should be upgraded or not. Just saying you don’t qualify doesn’t always fit the bill. A questionnaire or justification process I believe would be best so the user will get a better understanding of the cost around what they are really asking for.

So how do you handle these requests?
