How do I change the NIC IRQ in DOS?

I have installed two NIC cards in a computer that will become my Linux Firewall\Router. The IRQ 4 and 11 have been chosen for the NIC’s.I think the NIC on IRQ 4 is preventing the Redhat 7.1 from begining instillation. How do I change the IRQ from 4 to 10? Are there any other suggestions?
