How do I configure Exceed

I am trying to use Exceed to open a XWindows session on a Redhat 7.1 box. I can telnet to the machine, but when I try an xterm I get the error, “Where are you?”. The xserver is running, or at least the gui is running, as well as telnet and rexec. What could be causing this error?
