How Do I Permanently Disable the Reviewing Tool Bar

Every time I open an Excel file that came via MS Outlook the ‘Reviewing’ tool bar appears on my screen. I can always shut it off via ‘View/Tool Bars’ but it’s an annoyance. How can I deep six it for good?
