How do I view local asp webpages that I’m designing in a browser window.

I just switched computers and apparently something isn’t setup on the new one. I usually work in Expression Web or MS Visual Web Developer 2008 Express Edition. I can open the web projects in Web Developer and preview but I can’t in Expression Web or Dreamweaver. I’m running XP Professional. I did some searching and I added the Internet Information Services under Administrative Tools. But when I go to Default Web Site it shows it as stopped and I get the following error: Unexpected error 0x8ff32740 occurred. This is out of my scope any suggestions.
