How does Exchange SPLA licensing work?

I’m a little confused how Exchange SPLA (volume) licensing works, and my contact at microsoft does not seem to know much about this.

How does standard, standard plus, enterprise, etc licensing work?

What features are included with each, and what should be looking out for?
